Given the category here, U. S. Presidents, General Sherman does not even make the list.
President Grant on the other hand was very successful in the War (he was one of the few Union generals that could come up with a winning strategy even if it did waste men) but was a terrible president.
BTW, I consider Sherman to be a war criminal because he deliberately inflicted harm on non-combatants for absolutely no military purpose.
