Unless you have a TV out jack at the back of your computer, you need a scan converter to display the computer monitor picture on a TV. Either Focus' Enhancements TVView or and AverKey Scan Converter should give you the picture. You'll need to run the monitor cable through the scan converter and connect that to the monitor input of your computer, then plug in the TV cable and the converter power supply before the picture shows up on the TV. You can also get a video card such as the Radion 9000 which as a TV out built in.

Depending on which card you have, it may have either an S-Video style connector, or an RCA (Composite) connector.

I bought one of these myself, specifically to get the TV out.
