I'd go further and make the right to send or receive ANY mail contingent on good behavior by the prisoner. If he misbehaves, cut him off from all outside contact for six months or a year.

What will enforcing and litigating this cost the taxpayer?
I assume, of course, that Texas has solved all other problems connected with its prison system and has determined that this will fix a significant number of those problems which remain.
