This is how Germany (and the EU) intends to fight the War on Terrorism
The Bucket heads are free to run their war however they want. No one on that continent has a history of success in warfare they can point to with pride.
It will give the CIA an opportunity to have a sniper take a headshot at him without bars or a stupid guard getting in the way.
