It was Clinton's last SOU I believe, where he said, "...I could give you tax breaks and let you have some of your money back...but you don't know how to spend it!"
He mad me sick before, damn near hospitalized me after that one. And it wasn't so much what he said but these deaf, dumb, blind, whatever, Massachustetts Dems didn't even react!!!

That is almost right. It was made in Buffalo NY the day after his SOTU speech in either 1998 or 1999. What he actually said at the end was "you might not spend it right."
Thank you! My memory, incorrect though it may be, suits my anger at him better.
Why wasn't there an uprising from his electorate after that? No Democrats were listening?
