Ah, I just thought about more sculduggery. This is constantly referred to as a 'memo' or 'memorandum', which is a format designed for purposes of being an informal record. Sort of like a written telephone call, or informal notes of a meeting, not 'minutes' of a meeting.
This document is not a 'memo', it is a directive, and constantly 'directs' / 'commands' The NY attorney, the CIA and the FBI to do certain things. It is not a 'memo' at all.
That is why there is no signature block. The idiot woman used the wrong form !!!

You are wrong. Secreatry's, full, deputy, and assistant communicate official policy to their subordinates via memoranda. This is an official legal document with the full force and effect of the administrative authorities that the Deputy AG has by virtue of her position as a duly appointed and confirmed consitutional officer of the U.S. government.
