Washington, DC — An analysis of key votes in advance of the Southern Republican Leadership Conference this weekend in Florida shows that Senator Kerry is out of step with both Republicans and Democrats in the South.

On issues ranging from support for the President’s middle class tax cuts to funding for troops in Iraq, to the Defense of Marriage Act to the ban on Partial Birth Abortion, John Kerry has consistently voted against issues supported by his Democrat colleagues in the Senate who represent constituents in Southern states.

“Once again, John Kerry’s greatest problem is his own voting record. For years in the United States Senate John Kerry voted against members of his own party in opposing issues important to Southern voters,” said RNC Chairman Ed Gillespie.

“John Kerry has said it is ‘mistake’ to look to the South. He has also said that it is possible to win the Presidential election without carrying a single Southern state. John Kerry needs to hope this is true since his out-of-the-mainstream positions put him at odds with millions of voters who care about lower taxes, respect for a culture of life, preserving the institution of marriage, and providing the funding necessary to enable our troops to do their jobs,” said Gillespie.

The bill would provide $10.3 billion as a grant to rebuild Iraq, including $5.1 billion for security and $5.2 billion for reconstruction costs. It also would provide $10 billion as a loan that would be converted to a grant if 90 percent of all bilateral debt incurred by the former Iraqi regime of Saddam Hussein has been forgiven by other countries. Separate provisions limit reconstruction aid to $18.4 billion. It also would provide approximately $65.6 billion for military operations and maintenance and $1.3 billion for veterans medical care.
