If a 501(c)3 non-profit radio station (like Pacifica) plays this CD, have they committed tax fraud by engaging in a partisan political statement calling for the defeat of a specific candidate or party?

Current punks are democrat silly putty whereas they should be anarchists. "Anarchy" is not the solution. These are socialist-anarchists (plenty of books on the subject at looney leftists site AKpress.org
Punk came about as a counter to the politically correct hypocritical dictators in the hippy movement (counter-counter-culture).
It was somewhat apolitical (also being a musical revolution going back to simpler structured songs and a rejection of restrictions on content or musical ability; form a band and then learn to play).
The only thing the left has to sell is hatred of the Bush family. If this were 1933 it would be like telling us that Hitler is evil and that Stalin is nice "by comparison" yet when we look at the figures, Stalin killed millions more of his own people. Lesser of two evils is no choice and the left can run the Kerry Scampaign only by shielding from voters any details regarding their candidate.

The difference between the two is Alice knows it's an act and when to leave it behind to lead a quiet normal life, Marilyn doesn't, this lack of knowledge is probably shortening Marilyn's life which in the end will give Alice the last laugh. The difference is drugs; Alice gave them up long ago while Marilyn continues to get wired. Alice got freaked by his fans and mellowed out; Marilyn believes his own hype.

I always felt that Marilyn Manson wanted to be this guy Al Jourgenson, Trent Reznor, and Brian Warner (aka Marilyn Munster) ALL want to be this man:
Foetus aka Jim Thirwell aka Clint Ruin
...yet like many other innovators, he was overlooked while the immitators got chart success.

I disagree. It was a full-scale outdoor concert by the Anti-Nowhere League the sparked the riots in Yugoslavia beginning in Belgrade. You can't get much more socialist than that country was!
