TERROR TRAINING ONLINE: AL QAEDA FRANCHISES OUT

Terrorists are now using the Internet not only for recruiting and encouraging the rank-and-file, but also for instruction in basic terror tactics. Any would-be-terrorist can obtain homicidal information in the comfort and privacy of his/her own home, according to a top Al Qaeda leader.

The prospect of self-taught terrorism suggests that personal initiative and decentralization may soon provide additional elements of chaos to the already difficult to detect web of terror groups and individuals.

"BLACK SEA EXERCISES COMPLETED WITH MISSILE FIRINGS"



MOSCOW, April 26 (RIA Novosti)

Exercises of the forces of the Novorossiisk naval base of the Black Sea Fleet ended with missile launches, says a Russian defense ministry press service statement.

"Yesterday, units of the coast guard from the Caucasian coast near the Taman peninsula carried out artillery and missile firings to thus complete the exercises of the Novorossiisk naval base of Russia's Black Sea Fleet," the statement runs.

"During the bilateral exercise under the command of Vice Admiral Vladimir Rogatin, the commander of the Novorossiisk-based naval base of the Black Fleet, artillery and missile firings on sea-based targets were practiced.

"Ships in the sea repulsed a missile attack from the coast. While entering the destruction area of the ship-based air defense means, targets were destroyed," the press service reports.

The commander of the Russian Black Sea Fleet, Admiral Vladimir Masorin, while summing up combat work of his subordinates, said the exercise tasks were fulfilled successfully, "the coast guard and seamen once again demonstrated high skills of using weapons and military hardware."

Khatami calls for reinforcement of Iran-Mexico ties

Tehran, April 26, IRNA -- President Mohammad Khatami in a meeting with Mexican Ambassador to Tehran Salvador Casian Santos here Monday underlined expansion of bilateral ties, particularly in economic and scientific fields as well as oil and gas sectors.

A report released by the Presidential Office media department quoting the president said that Mexico`s independent approach on the the international scene and attempt towards development as well as the membership of both countries in some international bodies such as G-15 forge close relations between them.

For his part, Santos referred to Iran`s ancient civilization and culture and noted that the president`s initiative of `Dialogue among Civilizations` is the best option in a world of arrogance.

Turning to Iran as a gateway for regional economic exchanges, he expressed the interest of Mexican officials in reinforcing and expanding mutual ties, in particular in economic, cultural, scientific and educational domains.

The Mexican diplomat also said that both Iran and Mexico share common approaches to international cooperation in a variety of fields such as campaign against terrorism and drugs.
