Truckers in the Midwest staged a similar protest a few years ago when one of the states (Ohio, I think) engaged on some kind of ticket-writing campaign to raise revenues. Their major gripe was that truckers were being targeted because so many of them were from out of state.

They didn't abandon their trucks on the sides of highways, though -- they simply spent several days driving all over the state's highways at about 35 mph with their hazard lights on.

The 55 mph speed limit for trucks in Ohio put a large bullseye on them, just like Cali, Oregon, Illinois, Michigan. Illinois always seemed to be a little more "tolerant" of the evil, bloodsucking, dope fiend truckers flying down the interstate at 64 1/2 MPH.
