we should only make new rules only and i mean ONLY when the old ones have failed. New rules are not always the answer.

I agree with you. The problem is he made two distinct points: the first one blaming dress codes because they did not improve his education and the second which is to not change the dress code till it is enforced. My comment was directed at his stupid first point; the second I agree with and I believe you do too.
