Phosphorus is not acid. Phosphorus will burn when exposed to air though.
It's pretty nasty on skin, etc. If he was willing to inflict that pain on his bombing victims, he got less than he deserved.

Phosphorus is bad stuff. I met someone who had a phosphorus grenade go off about a foot from his face. Not a pretty sight....
