BERLIN (Reuters) - The German government's plans to levy fines on companies that fail to hire trainees will also be applied to legal German brothels, Der Spiegel news magazine reported Sunday.
Brothels failing to employ a certain number of apprentices will not be exempted from the financial penalties that Chancellor Gerhard Schroeder's government wants to introduce on all companies later this year, the magazine said.
The legislation drafted by the Social Democrats and their Greens coalition partners will fine companies that do not have one apprentice for every 15 workers.
Several members of the Greens party tried to allow an exemption for prostitutes but the Education Ministry responsible for the legislation blocked that, arguing it "would cause considerable difficulties," Der Spiegel said.

Hmmm. Either the Germans have taken lessons from the California legislature, or vice versa. Requiring apprentices (brothels or not) sounds like just the kind of idea our domestic CA dingbats would come up with.

Would this work like when you go into a retail store or restaurant and the trainee performs the actual service, while the experience employee looks on and makes suggestions, gets the trainee out of trouble, etc? ;-)

OK I give up. Exactly what does an apprentice Prostitute do.
I know what an apprentice carpenter does. He helps the journeyman carpenter do his work. The samething for Brick layers and plumbers.
How does an apprentice Prostitute help a pro prostitute do her job...???

Such heavy-handed intervention is simply straightforward socialism.
Corporatism is the exact opposite, with corporatists insisting that all such positions be outsourced to inexperienced illegal immigrants working for less than minimum wage.
