you remember it incorrectly. Navy Captain = full Colonel in the other branches.

No. A Navy CAPT is O-6, same as an Army colonel. A Navy lieutenant commander is an O-4, same as an Army major. Rear Admiral (lower half) is an O-7, same as an Army brigadier general.

A captain in the Navy is a equivalent to a colonel (O6) in the other services, and one step below a commodore, which is flag rank in the Navy.

I may be late with this, but a Navy Captain equals a full Colonel in the other branches. A Lieutenant Commander equals a Major.
