Does one have to be muslim to collect the bounty on Annan? I sure could use that money

SF Republican, I hate to admit it, but I was thinking the same thing. I really don't understand why Osama wants Annan anyway, since Annan has done everything possible to thwart our war effort. However, the price seems right. The only thing is, how would you collect the reward?
