". Nice words, but it doesn't seem to really demand specific actions, other than "calling for" them. (OTOH, I'm not much familiar with "binding" vs. "non-binding" resolutions).

Russia builds energy reactor. One cann't use it for produce nuclier weapon. It is impossible.
You have to know that there are military nuclier and civilian nuclier.
Russia don't help no one with military nuclier and fulfill her obligations.
Civilian nuclier is different matter.
If Russia stops to fulfil her contract with Iran then she will have penalties for abrogation of contract. WHo will pay those losses? United States Congress? It sould be if it votes such resolution.
