Kudlow is a tinkerer as are the majority of folks at the Fed and at Treasury. His fixes which he thinks are needed to adjust conditions from quarter to quarter won't actually have real visible effects for 3 to 8 quarters and by that time he would tweak a little more then a little more and bring the ship swinging way past the course. Then he would throw in some BIG tweaks in the other direction because things are moving too fast in the wrong direction now. etc.
