General Taguba had many opportunities to get Rumsfeld and he didn't do it.
Over and over he emphasized that the problem was at the battalion level and down.
He said it several times. There wasn't even any hedging or any tiny opening to blame Rumsfeld.
He may not like Rumsfeld, I don't know anything about him, but he appears to have done his job professionally and left personal grudges out of it.
