Not necessarily so. The President may want him to stay, but Rummy himself said that if he felt that he couldn't be effective, he would resign. The President's strong endorsement ironically could make him more likely to quit. He would then be doing it of his own free will, without the perception of the White House pushing him out.

On the other hand, it could be careerists at the State Department leaking this to the Times. They hate Rummy.

What this most likely is is an attempt by the NYT to cause afracture within the Administration and cause Bush support to fall by confusing the voters. Also it is likey a tactic to get more voters to support Rumsfeld's resignation. If voters think there is growing support from his own administartion, then their support for Rumsfleld will decline
