25 million Iraqis are peacefully going about their daily lives; fewer than 4,000 insurgents are resisting us with force...and in our worst month there we lost only 130 Americans (a fraction of our American highway deaths each month here in the States).
Mexico alone has more than 4,000 armed anti-government fighters; yet it is safe to say that no one thinks that Mexico is in danger of losing control of its government and society. Brazil has even more. Certainly Chechnya, Georgia, Bosnia (in Europe!), Kosovo (KLA), Greece, Turkey (Kurds), and Spain (ETA) have more than 4,000 anti-government fighters in each region.
So the CIA author's premise is flawed; control is not the issue. 4,000 anti-government forces inflicting fewer than 150 fatalities per month isn't squat.
Therefore, "control" is *not* the reason that probable finds of WMD's are being discounted or ignored by our Administration.
What you will find is that we are being the most critical of all WMD evidence. We are advancing absolutely *nothing* that can't be confirmed by the entire world.
And the "perfume factory" that was booby-trapped to detonate rather than permit disclosure, while extremely suspicious, is not something that we can 100% confirm as being a WMD factory.
We simply aren't going to risk having any expert, anywhere, credibly cast doubt on our first WMD claim (or perhaps, any such claim).
The adults are in charge. Patience is in order. We may not appreciate the double and triple confirmations, the delays, and the muted voices failing to point out suspicions...but this is no doubt what is going on.

Yeah - not sure what the connection is, frankly, and the article didn't say. We aren't trumpeting the WMDs because we aren't in control in Iraq? Huh? Did I miss a few connections between those two dots?

Both W and HW seem capable of being forceful at first, then seeming to forget what they were after later.
