A more acurate sentence would be:

"A House of Representatives subcommittee convened Wednesday for the first hearing devoted to a proposal to determine how much money they will be able to extort from the Big Record Labels and their lobbyists to NOT defang the DMCA."

Well, it's hard to argue with that brilliant logic.

The DCMA criminalizes hardware and software that *could* be used to violate copyright, regardless of their legitimate uses. It's exactly the same argument the left uses to push for gun control.
