This is a strategic mistake.
Bush is hoping to KO Kerry in the debates. Unfortunately, by then conventional opinion will have hardened. Worse, no other country will buy any claim made in a debate. Bush may win, but the war on terror will be damaged.

That would be too late! That's the same strategy his father employed, and look where it got him. Bush needs to go on the offensive NOW, and he neeeds to keep it up.
