Iowa is like that, too. It depends on the Sheriff. In the most populated county it used to be virtually impossible to get a carry permit. They were only issued to the Sheriff's buddies; or possibly if you could prove a VERY good reason.

Hw finally retired, and we have a new Sheriff who has a "will issue" attitude. If you don't have a criminal background, he will approve your permit. Notable...because he is a staunch DEM. Surprising, huh?
