They pay their fine to society, yeah. There are a bunch of non-violent felons. You and I could act as a bumper against the violent kinds by being armed at all times and under no fear of prosecution, since we'd be simply expressing our 2nd ammendment right as planned originally.

Thing is, you better get your state on board, 'cause it seems the BOR doesn't apply.

My state is most certainly on board. Open carry in public is fully legal. Concealed carry is no permit for private property and "shall issue" for in public. No weapons banned by the state, either.
