BERLIN, June 4 (Reuters) - U.S. and Taliban officials met secretly in Frankfurt almost a year before the September 11 attacks to discuss terms for the Afghans to hand over Osama bin Laden, according to a German television documentary.

But no agreement was reached and no further negotiations took place before the suicide hijackings in 2001, which bin Laden subsequently hailed in a videotape as the work of his al Qaeda network.

What's missing from this story?

Most likely the fact that Osama is no longer the top man in Al Qaida. Handing him over would not even matter.

They repeatedly offered him to us before and after 9/11 as a way to keep us from attacking them.

People put way too much stake in Osama. Even if we had gotten him back then, it would have been meaningless without Ayman al-Zawahari.

Al-Quaeda is more than just a one man operation.

The deal breaker was Clinton demanding a 20-year-old big-haired intern who could suck the chrome off a 57-Chevy....

Meaningless or not, It would be a severe blow psychologicaly to the RANK-and-file Al-q's. They believe Allah is behind them and capture or killing of UBL would be a sign to these superstitious twits. The martyr argument holds only for the low rank...........

Exactly. And just maybe those who offered him up were planning to take over his operation.

Clinton was busy in Sept 2000. Trying to invent a legacy, trying to squeeze in as many executive order time bombs as he could, trying to appoint all the judges he could, trying to pardon as many as he could, converting his political appointees into "time bomb" protected civil servants, helping wifey with her NY Senate campaign, staying up late to enjoy the White House as long as he could, visiting the kitchen, packing up national treasures to furnish his new house. I'm sure I missed a few things, but when would he have time to worry about Osama or terrorism. Better left for the next guy. Cleaner that way.
