/begin my translation of his directive on 03/09/04

March 9th(, 2004)

I cannot approve your proposal to expand the construction project at Samjiyon(Sam-ji-yon) County because it does not take into account the (dire) economic situation in the country. Instead of continuing the construction, it would be more effective to focus our currently available resources on the underground construction project at Mt. Moodubong(Moo-du-bong), and finish it quickly.

If we need more cement, we should send all cement imported from China to the Mt. Moodubong construction site. The reason why I repeatedly emphasize Moodubong project, despite our difficult conditions, is that the important Third Stronghold of our nation would be there.

Since our revolution faces the tough reality of deteriorating international situation, we must keep our attention to our Third Stronghold.

Comrade(s), I am confident that you would fully understand my plan.

The above excerpt is from the longer excerpt published at www.independent.co.kr. The document was obtained by Free North Korea Broadcast via China from an insider who pretends to work for Kim Jong-il, but actually on 'their side', according to them. Free North Korea Broadcast plans to publish the full version later.

Some N. Korean defectors has been saying that there is a missile base at Mt. Moodubong. So a secret missile base could be under construction. Probably deep underground and well-fortified. This may be one of the missile bases under construction which were spotted by U.S. spy satellites, which also spotted, sitting next to the construction site, new N. Korean missiles on mobile launcher with the range of 3,000-4,000 km.

The term Third Stronghold of the nation sounds like symbolizing something quite important. It may well house missiles which can strike U.S. territories, such as Guam and Hawaii(and maybe beyond), armed with WMD's, possibly nuclear warheads.

Just throwing stuff out there: It could be a strategical base of operations, or shelter for Kim to retreat to, and die in.

The term "stronghold" is defined as "a place of security or survival", which is why I put that hypothesis out there.

Madmen like Kim, or Saddam, are usually egotistic. Even though they want their subjects to make sacrifices, they themselves want to survive. (s)hitler had his bunker, Saddam has his, This may be "king-dong-ill's" delusion of granduer.

I have to say that your speculation cannot be ruled out. The third underground bunker for him and his inner circle is a possibility. I was leaning to the missile base because some N. Korean defectors said that there is a missile base there.

This could well be disinformation funneled out from the Chinese. I still haven't decided that the Chinese and even the Russians don't see the DPRK as their remote control tool of terror. That's the simplest explanation for all of this contention, in my humble opinion. They made the DPRK, and it's still squarely in their geopolitical interests to maintain it as a force against the Allies. That could be changing as we try to woo the Russians over to our side, but it will take me a lifetime to believe that they still don't have global ambitions.

I would see it as a deterrent. Iran and the DPRK, and to some extent Pakistan -- have learned from Saddam's experience that a despot should either develop and be prepared to use WMD or else convince the world that they are already available. I think KJI's goal has and will be to fill in time windows of fear. This is an investment in the future. Earlier, he had us persuaded that he had developed "several" nuclear devices. (Had he?) Now he's "developing" something secret that "will be" ready "soon." (Will it?) Later, after "soon" has expired, we will have to consider the possibility that this secret thing is done. (Must we?) Sun Tsu is afoot in this battle of wits, of that we can be sure.

The information above is not specific enough to qualify as an effective disinformation of the kind suggested by you. Besides, N. Koreans usually achieve the same effects through open dramatic public display, such as missile test or diverting plutonium, which triggers the whole range of worst-case speculation from their adversaries.

Good points, but lack of specificity can actually work in their favor. The audience of their disinformation doesn't have to be our intelligence agencies (which may be able to discredit it) but can also include our citizens. The Axis of Evil is waging a media war more than anything else. They certainly don't have military superiority, but if they can frighten our citizens at the right time, they can gain advantages.

Didn't it come out recently that they've now got or will soon a missile that can hit the Aleutians? With a bit of tinkering, they could target Alaska. The West coast would soon be in their sights. At which point Hollywood RATs will either leave for Europe or Australia en masse, or demand that we cave in to whatever Kim Jong-il wants.

I don't buy this at all.

First, I do not believe Kim would ever describe he economic situation as "dire" and, frankly, in this type of memo there would be no need.

Second, I do not buy that large quantities of cement are imported. It is something that requires almost no technology to produce, and, due to weight, would be more expensive to import than to make, including the construction of a plant.

Finally, an organization sophisticated enough to have an agent close to Kim would never be dumb enough to risk exposing him/her in this way.
