As the article says, "the Hack" and "the haircut guy" are two of Peggy and Ben Elliott's lesser colleagues in the White House speechwriting office, whose names Peg very charitably changed to protect the guilty.

My guess, and as you see, I underlined "guess," is Dana Rohrabacher, congressman from California. He wrote speeches for Reagan when Noonan did.

There was a Tony Dolan and a Ken Khachigian who were Reagan speechwriters. Other than Peggy Noonan, Ben Elliot, and Peter Robinson, that's all I can find.
