Iraq abuse 'came from Guantanamo' (carps Karpinski)

The US commander at the centre of the Iraqi prisoner scandal has blamed the abuse on the introduction of Guantanamo-style interrogation methods.

Brig Gen Janis Karpinski told the BBC the high-level decision meant prisoners had to be treated like dogs.

Top US commander for Iraq, Gen Ricardo Sanchez, should be asked what he knew about the abuse, she told BBC Radio 4's On The Ropes programme.

Gen Karpinski said Military Intelligence took over part of the Abu Ghraib jail to "Gitmoize" their interrogations - make them more like what was happening in the detention camp at Guantanamo Bay, Cuba.

She said current Iraqi prisons chief Maj Gen Geoffrey Miller - who was in charge at Guantanamo Bay - visited her in Baghdad and said: "At Guantanamo Bay we learned that the prisoners have to earn every single thing that they have."

"He said they are like dogs and if you allow them to believe at any point that they are more than a dog then you've lost control of them."

Gen Karpinski repeated that she knew nothing of the humiliation and torture of Iraq prisoners that was going on inside Abu Ghraib - she was made a scapegoat.

Top commander Ricardo Sanchez must be asked serious questions about what he knew about the abuse and when, she said.

A US general who has investigated the abuse has blamed the soldiers - and found no evidence "of a policy or a direct order given to these soldiers to conduct what they did".

But Gen Karpinski believes the soldiers had not taken the pictures of their own accord.

"I know that the MP [military police] unit that these soldiers belonged to hadn't been in Abu Ghraib long enough to be so confident that one night or early morning they were going to take detainees out of their cells, pile them up and photograph themselves in various positions with these detainees."

"How it happened or why those photographs came to the Criminal Investigation Division's attention in January I think will probably come out very clearly at each individual's court martial."

I see Ms Karpinski is still looking for those responsible for the Abu Ghirab abuse. Perhaps she can team up with OJ in his quest for the real killer.

If they do, I'll offer to chip in the cost of a mirror.

Shoot this woman now and put us out of our misery....Why is she giving the BBC ( a notoriously left operation) any interviews? These folks are soooo worried about their rights to a fair trial. Screw em...they blew it and it is coming back to haunt the good soldiers who are working hard

There might well be problems higher up the chain of command.

Decent adults, however, ought to know better than to rape, no matter what they are taught. And she doesn't seem to have a problem knowing it was wrong in retrospect, which makes her assertion all the more questionable.

Leaving aside the fact that she should not have spoken to the press to begin with, is it my imagination or is she "protesting" way too much? To me, the more she says the guiltier she appears.

So did you or did you not know that the prisoners were being treated like dogs, Ma'am? Sounds like you did.

When the evil MI officers 'gitmoized' your prisons, did it not occur to you as the commander to see what had changed?

This is, of course, assuming that this isn't a sad example of passing the buck.

The leadership at Gitmo is much more disciplined and focused than the leadership of Maj. Gen. Janis Karpinski at Abu Ghraib appears to have been. Soldiers at Gitmo say they are repulsed by the photos and stories from Abu Ghraib. Senior staff told me of strict patrols of the prison to make sure all is being done properly.

Another great contrast with Abu Ghraib was the interrogator I met at Camp Delta. She was fluent in Arabic and talked about various ways she was able to reach prisoners. She's not leading anyone around in a dog collar.

One story probably summarized best what I saw at Gitmo. I was sitting in a chair in one of the interrogation rooms at Camp Delta when the chief interrogator told me the chair wheels were one of their greatest tools. Some sort of torture device? No: The wheels let interrogators slide in closely to bond with prisoners when they believe they are telling the truth and move away when they are lying.

This mentality is the legacy of Maj. Gen. Jeffrey Miller, who is accused of taking his "brutal" tactics from Gitmo to Iraq and causing the prison scandal. I can't know what Miller did in Iraq, but I think most of us would find the system he put in place in Gitmo as humane and fair treatment for captured Taliban and al-Qaeda members. In fact, a number of my listeners felt the treatment was too good for people we have reason to believe are among the worst of the terrorists.

This picture of humane treatment isn't being widely disseminated by other media sources. Their agenda seems to be that if they can't find a horror story, then there's no story to report. But it should be big news, to stand in contrast to Abu Ghraib.

Humane treatment works not only to get information but also to dissuade significant numbers of these guys away from their urges to attack and kill Americans. In fact, 144 prisoners have been sent back home and have been judged to be a threat to us no longer. I was amazed to consider that we are reaching good numbers of these former al-Qaeda and Taliban members.

I can't say whether the information they are getting at Gitmo is really helping to prevent attacks. I can say they are staying patient and positive.

At Gitmo, they are beginning to assemble military tribunals for four inmates. These were called for by President Bush and, if approved by the Supreme Court, will begin later this summer. This promises to put the American system of justice on view for all the world. For example, Osama bin Laden's driver is at Guantanamo. It will interest many people to know this man has a lawyer - a U.S. military officer who, as I found out, intends to mount a detailed and aggressive defense of his client.

So it's not that the American people can't handle the truth. It's that they are not getting enough of the truth. A visit to Guantanamo persuaded me that the truth is comforting.

That was her prison.

As soon as I hear this confession of gross dereliction of duty, incompetence, and failure to lead, then I am not surprised to hear HER trying to scapegoat General Sanchez.

I have no idea of the career path of this woman, but one thing is for sure. She was the commander of the prison, and here she is complaining that she didn't know what was going on.

Isn't this the same pitiful excuse we laughed at when we heard it from the Germans at the end of WWII? And this from the commander of the prison?

This woman is a pathetic excuse for a soldier. I don't understand why she isn't court martialed for dereliction of duty right now.

Oh, wait. I do understand. She is a woman.

If you're hinting at what I think you're hinting at .. I agree the female general is my best guess for the perp.

I'm curious why she was removed from command back in January, and the media didn't pick up on it. I have my own theory, but I'll keep it to myself for now.
