It won't work. Why do you think American business men could succeed in a country where local business men fail? The problem isn't the lack of capable business leaders in Mexico, nor a ready supply of labor. The problem is the corrupt socio-political and economic structure in Mexico that stifles the growth of businesses.
The primary reason America became the economic and industrial powerhouse of the world was due to the freedom from government interference that our forefathers enjoyed, combined with their strong family and cultural values. (Unfortunately, we are losing both of those advantages in this country which is why we will decline.)
The only way America could turn Mexico around would be for us to invade and occupy them militarily (as we did in Germany and Japan after WWII).
My father told me in 1975 that the only way Mexico would be saved is through out Annexation of it. Looks like he got smarter as I got older.
