That may or may not be true, but the bottom line is that most of these "volunteers" are too dumb to even pick thier own noses. The terrorists are, indeed, running out of "voluntteers" that are dumb enough to volunteer, but smart enough to drive a car to the right place and set off a bomb at the same time.
