The story maybe a farce however MEMRI is usually reliable.
I would think the bomb would be remotely triggered, which would mean a delay in detonation, maybe they were worried he would run or perhaps try to disable the bomb.
I can see many reasons to tie a unwilling drivers hand to the wheel and all you have to do is put the car in drive for him and follow at a distance to use the trigger device.

Why? Maybe he has a sliver of morality and didn't want to kill other Iraqiis, so how does tying the hands to the wheel force you to both drive to the target and kill yourself? I would drive looking for someone with a knife. But then I don't even believe this story.
What might be going on is that there is rope loops on the wheel where the driver could slip his hands in (willingly) at the last moment in order to assure that he can guide the car for the last few seconds even if he is shot. But this is very different from having his hands tied.
I like that scenario best. It covers all the bases. BTW I don't believe thare are manmy, or any Iraqi suicide troops. They just don't seem to fit the mold.
No. Generally the perp intends to die. Failure to recognize this intent makes suicide bombing tougher to prevent. (This case is an exception.)

More than likely these are either Iranian imports or Palestinians. Remember Saddam paid suicide bombers families $25,000. They feel like they owe him (or perhaps he set up a trust for just this type of thing)

This is typical of the EVIL slugs who are trying to use their terror tactics to scare decent people and drive the US out...they shoot people in the back who are fleeing, they ride along in cars and with guns pointed at the driver to jump out only seconds before the explosions( this has happened since the beginning of the war). You don't NEED to wait...
