In short, this to me looks like the classic Problem-Reaction-Solution paradigm. Governments create a problem, the public reacts to the problem in a predicted way, and clamors for a Solution.
Then Gov't then offers their pre-planned solution.
In the case of this terrific cartoon, there are a number of planned "Problems", each with a solution, which creates even more problems.
This cartoon shows the Problem-Reaction-Solution policy is taken to it's logical extreme.
While it is comforting to view our opponents in the most nefarious and cynical light, it actually diverts one's attention from the real threat.
Liberals sincerely believe that capitalism is an inherently flawed and unfair system. They really believe that collective participation (either through ownership, taxes, regulation, etc) in the means of production leads to greater economic AND political freedom.
It's because they are true believers that makes them very dangerous. Hayek also covered this point very well (as did Reagan): how does one oppose something that promises as its central thesis to be humanitarian?
The key was/is to address the inevitable net effect of these programs (the under-the-waterline, hard-to-see results): the erosion of liberty, hence 'The Road to Serfdom'.
