Several things have changed in recent months. The US intelligence community now has access to the files of most of the ministries of the recently deposed Ba'athist regime in Iraq, and many of these files have been translated or deciphered, showing relationships that may have only been hinted at, or discounted, in the past. Reviewing what the CIA believed to be probable conclusions in 1998, for example, and comparing it to what is found in the records kept by the Ba'athist regime, can be very revealing, and could result in a number of people being discovered to have been speaking out their rectal orfices.

Literally - it jumps around, it's written very unclearly. Very poorly written, so bad as to obscure it's meaning.
Which I suspect is intentional.
