There are many Geneva Conventions. Your link is to one on rights in aircraft. That's not relevant here.

According to Rich Lowry of National Review, Afghanistan signed the Geneva Convention of 1949. It's unclear from the article, but Afghanistan likely signed all 4 Geneva Conventions. The most relevant are the Third (Convention relative to the Treatment of Prisoners of War) and Fourth (Convention Relative to the Protection of Civilians in Time of War).
