"SPQR" means "The Senate and People of Rome". It was just a very strange thing to see in Budapest and I know fascists often refer to Rome.

I have no idea what that phrase is supposed to mean, but if it's scrawled as graffiti on a synagogue, it probably has an anti-semitic intent.

Oh, no, it was scrawled along the subway walls. There's graffiti everywhere there, but SPQR made no sense at all.

Just a guess, but there's an Italian white supremecist rock band called Londinium SPQR which is popular in Europe.
