Exactly the point that VDH eventually comes to. A bloated occupation force, that is still engaged in mop-up operations, becomes a target, unable to respond to sniping attacks and sabotage, simply because they have too many points of exposure. This leads to a heavy drain on the economy of the nation sending the occupation force, with resulting taxation and the institution of a draft to maintain the presence both becoming serious points of contention.

In other words, a reprise of Viet Nam, an example of how NOT to fight a war.
