While Bush wanted to decide exactly how his requested $25 billion for Iraq and Afghanistan would be spent, the House limited his control to $1 billion of the money. The rest was assigned to 22 specific accounts, such as $674 million earmarked to provide armor for Humvee vehicles.

Equally divided between vendors in the districts of the members of the House Armed Services Committee, with two shares for the Speaker, one share for the majority leader, and half shares for the minority leader, whips and assistant leaders.

How much is for AMERICANS?

How much is for "nation building", "winning the hearts and minds" and "building infrastructure"?

How about, "One more beheadding and we're going to level bagdad and you people can fend for yourselves"?
