Another finding questions why 11,111 returned address verification cards were not entered into the voter database.

I'll take a wild stab at this one; It was that little "R" on the corner of each card.

Fear of binary numbers is to blame. (What a strange number that is to be "actual").

Tennessee doesn't require or allow party affiliation on voter cards.
