It mostly comes down to who makes them "feel" all warm and fuzzy...at the moment they vote.
that was key to the context in which Gore made these charges back in 1992 - he was VISCIOUS attacking GHWB after GHWB had defied the skeptics (including Gore who voted against the Gulf War as I recall).
