Beginning Thursday, California state government will not be subject to a hiring freeze for the first time in nearly three years.
The Schwarzenegger administration is not extending the state's longtime hiring freeze after it expires July 1. Instead, state agency heads will be able to decide on their own how to pare spending, according to the governor's budget.
On paper, the change signifies an abrupt end to what has been a sweeping policy for much of the state's ongoing budget crisis. But in reality, officials said, the ranks of state workers are not likely to swell anytime soon because money is tight in California and agency heads will have the option of freezing hiring.
It's also true that the state never really stopped hiring. Thousands of state workers were brought on board in the midst of hiring freezes imposed by Gov. Arnold Schwarzenegger and his predecessor, Gray Davis.

Did it ever start?
Of course there is a way to retain the hiring freeze and even roll back government employment. That is to require each government employee to work 12 hours a day. I don't know anyone in the private sector who does not work 12 hours, so why should the gov't employees get special treatment?
you could eliminate the DMV next month...
do all business of DMV on the internet and "test" people for driver's licenses through the driving schools for a fee...hmmmmmmm
