A UN electronic record of a speech given at the UN, a speech recorded in the Presidential Archives, something from the Bush Library. All presidential speeches are recorded in the Presidential Archives, I get Clinton speeches routinely. If you can find the speech at http://bushlibrary.tamu.edu/research.html I'd consider that a valid source. Likewise something from NARA, Federal Register, THOMAS, Congressional Record, White House Press Briefing.

IIRC there is a "record" that asserts that Bush gave this speech at the UN, but according to other sources Bush was not at the UN that week, he was elsewhere.

Also IIRC, the first use of this quote was in an pseudonymous book on "the new world order", which aserted that Bush spoke before the UN General Assembly and uttered the remark.

Some years ago I looked into the quote in detail and got as far as the NWO book. I could find absolutely no references from any "official" source.

Just did a search of all the G Bush documents online at his library. On Jan 31, 1992, he did say to the security council:

"It was just one year ago that the world saw this new, invigorated United Nations in action as this Council stood fast against aggression and stood for the sacred principles enshrined in the U.N. Charter. And now it's time to step forward again, make the internal reforms, accelerate the revitalization, accept the responsibilities necessary for a vigorous and effective United Nations. I want to assure the members of this Council and the Secretary-General, the United Nations can count on our full support in this task."

There was one other instance of the phrase "sacred principles" on April 17, 1991 but it was not in reference to the UN, but to President Chamorro of Nicaragua.

No other hits on "sacred principles" in the database.
