Interesting date?
Bush SR with UN security counsel endorsement told Saddam to withdraw from Kuwait. Bush Sr's New World Order statement probarly meant the world community (UN) in joint effort could put down tyrants like Saddam to preserve world peace. It didn't say anything about giving up our national sovereignity to one world government.
