I don't know that Nuetrons were specifically
banned I just remember that Jimmy "The Peanut Man" voluntarily had our supplies disassembled. To my understanding, we were the only folks in possession of the technology and it was a top secret weapon until President Carter announced his order. Dr Teller is the guy who created the weapon. My father in law, knew Teller. As a nuclear physiscist himself, he once told me that the neutron was the PERFECT weapon. You can't hide from it's killing force by burrowing underground like you could hide from gamma rays. A couple of feet of packed dirt will stop gamma rays. Neutron radiation will go completely through the earth. But it would lose it's killing power just before it got to the earth's core, according to pop. Still, way more than enough for even the deepest bunker or mountain cave.
An airburst from a neutron weapon would simply vaporize all living tissue (animal and human) but leave structures untouched. Radiation would almost totally disappear within three days. So if we used such an array on Mecca and Medina, they'd be literal ghost towns when our guys moved in and raised "Old Glory" in perfect safety.
