So, Saddam was just going to sit there while Iran developed nuclear weapons? I don't feel comfortable with that.

While Saddam's major weapons systems fell apart, or were spirited away, he still had ONE MILLION TONS of small and crew-served weapons in thousands of ammo bunkers all across the country. That's probably more than the US military could ever lay its hands on. It's also more than his decrepit military could ever use.

So why did his spend his hard-stolen oil dollars for those weapons? Probably for the same reason he tried to hide his WMD programs: to go back into business as the islamic world's pre-eminent military power, and supplier to terrorists, once the UN lapdog inspections were over.
