I don't like laws in general and feel only those which are most essential for the existence of a civil society should be adopted

I agree that no one was harmed (too much, anyway) by the sight of this woman's bosom, but a prosecuting attorney takes an oath to enforce all the laws, not just the ones you agree with. He witnessed a crime - as defined by his state legislature - and was bound by his oath to enforce it. Further, he was elected by the folks in Logan County after, I imagine, he promised to do just that (and not to enforce the laws selectively).

You don't understand. This prosecutor committed a sin against relativism. The relativistic absolutists believe in relativism so whole-heartedly that when someone transgresses their worldview, they need to set them straight.

And how do these relativists migrate to become absolutists? Well, there are certain life principles & experiences which are too "good" to just give up. And one of those is pure hedonism. The pleasure of feeding the five senses has a consuming appetite.

So those who feed the monster inevitably allow hedonism to rule their lives, thereby rolling out selective attitudes of what constitutes a sin, a public sin (exposing others to temptation or sin), and acts of crime. Then they project those same attitudes to folks like this prosecutor. "How dare this prosecutor fail to be selective! Why he should be prosecuted for failing to bow before the god of hedonism!"
