The point you all missed is that this behavior isn't just "wrong" it's against the law... indecent exposure.
Yes, we are all aware it is against the law. However, there are many, many laws that get broken every day. It is generally up to the prosecutor's discretion which cases actually get taken to court and prosecuted. I think the prosecutor used ridiculous crappy judgement here when he decided to use the town's limited funds to not only have a trial for this woman, but to jail her for 30 days. It's illegal to jaywalk too, but cops, believe it or not, don't actually ticket every jaywalker that they see. It's illegal to drive 1 mile over the speed limit, but again, that doesn't mean that everyone who drives one mile over the limit should be busted.

At one time people really did get tickets for jaywalking.
You'll have to forgive me if I'm one of the people who would rather not see public nudity become just as accepted.
