Well, if the "small country" happens to be Taiwan, and the "big country" happens to be the PRC, then I would tend to agree with that assumption.
However, if the "small country" happens to be a cloistered, despotic, monarchical communist state, then I'd tend to prefer the opinion of the "big country."
