The rececyling during ww2 was to conserve and reclaim resources needed for the war effort. It had nothing to do with saving 'gaia'. It was patriotic because the materials were needed and recycling filled the void and helped the war effort.
Recycling in WW2 is 180 degrees away from what it is today. Back then it was strategic and necessary. Today it mainly wasteful and the only benefit is 'feeling good about yourself'. Wasting government money to help people feel good about themselves isn't patriotic, and is pretty much typical for a liberal program.
Did they recycle glass and plastic in WWII? Metals are still worth recycling, just like they were in WWII.
