Most likely those Massachusetts dhimmis West of Boston
will be forced to pay for the loss in its entirety.
Menino and ilk already showed that they can --and will-- do this
when they made them pay for the BIG DIG in toto,
even though not one of them use it.

I went to school in Boston. I remember there was an issue of car insurance basically insurance companies could not use geography in setting rates so the rest of Mass was forced to subsidize insurance rates for Boston residents.
