I think the best thing about this story, is that the politico's haven't spent the surplus yet. How did they let the money slip through their pork greased hands?

Go back and read the part about the accumulated deficit. June is an aberration because that's when quarterly tax payments are made.

You are correct. While fiscal year to date tax receipts are up over last year (3.5%), they are down considerably from 2001 (11.5%). Meanwhile, spending has continued to climb unabated (up 6.4% over last year and 22.2% over 2001.
